Public assistance is one line on a full financial disclosure, not an automatic qualifier. Some costs, such as publication fees, are usually not waived even when the request is granted.
What to file
Wyoming uses the Affidavit of Indigency and Request for Waiver of Fees and Costs (MISC 11). File it at the same time as your petition or response, not after.
